I suppose it is possible that something kept gps alive, although gpsd
supposedly should stop reading when there are no clients.

It's not very different from gpsd, and it still relies on it. It just
provides a means for the OS to tell liblocation clients that there is no
gps, and it allows the status applet to know what's up. (For example,
knowing if gps is active is not possible with gpsd, unless there is
something in between you and gpsd)
