You're right in principle. I would tend to mitigate that proplem
though: just question how much the remote system needs upgrading.
Probably very remote systems, like those on planet Mars, should be
simple enough that they don't need a comprehensive distro and would work
well with a static Busybox and a few static applications.
If your remote system is in Antarctia, then ship a new hardware
with a new release to exchange during next southern-summer campaign.
Otherwise just postpone the dist-upgrade until you can stand in
front of the machine.
Can you provide an example where a remote dist-upgrade is mandatory?
