In my (limited) experience, the usual culprit is either the PS, the
USB cable used for power or both.

You may want to consider testing with a different PS before doing
anything else. ie: one with a higher power rating, making sure the
cable has a proper gauge.

I solved all my RPi3B+ power issues with a second hand 5v/6A
switching PS from some IT appliance* to which I grafted a microUSB
plug on a 45cm #18 AWG cord.
