Hi David,
Every distro does their networking just a little bit differently, with
an all powerful wizard behind the curtain. There's a shellscript that
can work on all distros, as far as I know. There's a long version here:

The preceding version has lots of error handling and is designed to
bring the networking back repeatedly after downing it.
Unfortunately, I've forgotten the 7 line version of it, but the 7 line
version doesn't do tun or tap, doesn't down things before doing various
ip links, but it's great for bringing up the network on boot, and it
does a pretty good job of repeatedly bringing it up, though with no
error handling you'll get some error messages if you try to re-up
things that are still up. But it still works.
Sorry I didn't get back to you earlier, but the Dovecot Debacle
prevented me from getting email for five days in a row.
