elogind has same behavior and configuration options as systemd's
logind. So it has an option where this behavior can be enabled
or disabled.

BUT: I had a short look into the source. It seems that the killing
is implemented by sending a dbus request to systemd to stop a unit.

I dont know if systemd-shim implement the StopUnit interface at
all?
