As others have explained, this package is not in Debian, so not in
Devuan either.

Maintainer only managed to get version: 4.14.9+ds-1.1 version of
Telegram to the repository, upstream is now on 6.2.4. Page says:
"The dependencies of telegram-desktop=4.14.9+ds-1.1+b2 cannot be
satisfied in unstable on amd64, i386, arm64, ppc64el, and armhf because:
unsatisfied dependency on qtbase-abi-5-15-15"
I also had to react, and after Telegram was automatically uninstalled
during upgrade, I downloaded Telegram binary from the official page and
continued to use normally. Just download it from Telegram page:

Alternatively, you can use web version:
https://web.telegram.org/
