They don't seem to use any normal package: you only seem to be able to
collect a copy of an installation script once logged in to the
University. It seems to delete itself when it is run. When I have time,
I may try and examine what it is doing.

The university used to support one of the open scource vpns: maybe
openvpn. Then they switched to Cisco for no obvious reason.

As above, the answer used to be "yes", but is now "no" :-(

There used to be a "Computing Service" which employed real computer
scientists. There was also a corporate IT services who were full of
overpaid managers and administrators. Guess who took over the real
experts? At least that is my impression from a distance...
