The institutional environment. =8~/ The change you mention must have
happened in many places.
Until about 15 years ago the manager of the department where I work
was technically qualified. B.Sc. or Registered Technologist.
Susequently it's been human resources people. B.A. in psychology or
some such.
By coincidence, just heard a a story on CBC Radio about "Dollar-a-year men".
