False. Both apt-get upgrade and apt-get dist-upgrade can move you to the
next release. It depends on sources.list. The difference is that apt-get
upgrade do not remove any package and do not install new packages. apt-get
dist-upgrade do. Hence using only apt-get upgrade can result in a partially
upgraded system.
