as far as I know, excalibur is not yet through the door. So I assume that
package uploads to testing/unstable will end up in excalibur and not
in ceres. To prevent wrong versions in excalibur and avoid unnecessary
disturbance of excalibur release process I have currently suspended the
"unstable" suite tracking of all the debian packages I maintain.

However, I barely remind some email a while ago that there was something
changed in our build server regarding this so maybe this is no more an
issue.
