Yes. Until you use either /etc/asound.conf (system) or ~/.asoundrc
(user) to define Card 0, then systems would (mostly) default to HDMI as
the default output.
Also, if you have a HDMI capable monitor/outlet, you
also needed to tick all the boxes offered in the mixer to get any (very
low) sound out of that monitor.

My 2c is no. Mainly because there are so many sound hardware options
available these days. User need to gain an education on sound setup as
quickly possible.
There are any number of USB sound devices and some "docking
stations/USB expansion devices" also offer sound capacity.
So while my PCs usually go card 0 = HDMI and card 1 = Hardware and Card
3 = some USB device, it is not always the case.
YMMV, but I've found sound over any USB device to be unreliable.
