There used to be if not any more a Linux distro with all packages built statically.
It is only 74 binaries on OpenBSD e.g. mount, ifconfig, fsck etc. but yes
everything is a package on Linux. Where OpenBSD provides a base plus packages
Debian provides installs of packages and more packages.
