I can only assume that they were dropped to save money - and it's really annoying when trying to do things like this (figure out which drive is which). I've noted that on servers I've worked with, the activity (and fault) LEDs are on the [SCSI|SATA|SAS] backplane - using light pipes to make them appear on the front of the caddy.
