Where do I find the GIMP plugin for scanning?

I am using GIMP 3.0.4.

My scanner is an HP Photosmart 6520 All-in-one.

I used to be able to scan from (IIRC) File|Create|xscanimage, but that
only gives options for creating from the clipboard, or a screenshot. It
has probably been several years, however, since I needed to scan
anything. There is nothing in ~/.config/GIMP/3.0/plug-ins.

I have installed gimp, sane, and xsane.

I can scan properly using xscanimage.  If I try to scan from xsane, the
configuration screen shows the size correctly as 8.5" x 11", but it only
scans the top inch and a half (approx).  I get no options for scanning
(that I can find) from GIMP.
