I believe that is the default action when dist-upgrade finds a
package that is not in the distribution version's repository.

You get all sort of dependency issues and warnings.

Unless it is very important for you, you may want to wait till it is
back in the repository.
Like I said, something is going on with [telegram-desktop].
Maybe nothing important or maybe it is.
eg: a security issue.
That said, you may want to consider:
1. directly using your browser?
ie:
www.telegram.org
Probably has much less overhead.
2. using alternative [Telegram] client?
Just an idea, don't really know if there are any.
