I am a little hesitant to extend this topic since OSM isn't devuan, but
just to say that there used to be websites that compiled navit maps on
the fly: one was called the "planet extractor" or similar. I am not
sure that they still exist, perhaps because home machines are now more
powerful, and it is feasible to build your own maps. That is done with
maptool which has its own debian/devuan package, although one version
that I tried long ago was buggy. I compile my own from the navit git
repository.
