It may also be simply true that the people involved started doing this work in
the hopes of getting funded and then did. I believe the one I chatted to on
Twitter (before I left) was from California. I guess looking into those details
might tell you something but it could still be just for a desire of improved
security even if funded by e.g. Microsoft from the get go.
