Sorry for taking so long to get back to you guys.

I found that the keyboard selection is in the installer. You're asked to
select a keyboard language. If you chose English, you get qwerty. You
have to scroll down (past things like Chinese), for dvorak. This is highly
confusing.

What I decided to do was to install Devuan 2 times, once with qwerty, and
once with dvorak. I then preformed a diff against the two filesystems.
The differences that affect the keymap are:
/etc/console-setup/cached_UTF-8_del.kmap.gz
/etc/default/keyboard

IDK why "dpkg-reconfigure console-common" can't get these things right.
It only affects a temporary change to the keymap, you need root perms
to use it, and it affects everyones' keymaps.

So the problem has been resolved.
