The AdvanceWare utility screen does not leave room for doubt with
respect to the OEM.
The Philips chip (SAA 7185B WP) located near the rear of the card is
actually a video encoder chip, and the Zoran chip (ZR36057PQC) is for
multimedia/video capture/editing use, all of which makes sense in a
video capture card.

Now, that is all very nice but the more I think about it the more I
see some hardware issue. ie: the card with your box and the system
not booting.
Maybe you need to disable the on-board video if you want to use the
Radeon card?

Troubleshhooting and Maintenance Guide, PC Troubleshooting and
Advanced setup guide would be the ones to look at.
If you cannot make any progress, you may want to consider looking for
a used Adaptec card (AHA-2930U or AHA-2940U).
Just make sure that it has the external connector to match your
scanner's cable or be prepared to puchase a different cable to avoid
having to use an adapter.
It is a recipe for trouble.
ie: strain on the card's external connector.
Long ago, some SCSI scanners were marketed with a simple ISA/PCI
card, maybe it was the case with your scanner? If you could fine one
it would be ideal.
