Maybe I don't understand your question, but that few lines stood
out. Have a think about starting a VPN.

A properly installed VPN will overwite /etc/resolv.conf for
functionality and security. Basically you don't want VPN clients
taking DNS reading from all over the place. You want everything
funnelled through the VPN.

Also, a well configured VPN will restore /etc/resolve.conf.
