Devuan can have the hardware clock set to UTC. If I recall right, windows
has the clock set to local time. As long as you continue to dual boot,
devuan and win11 will keep fighting over the correct time of the
hardware clock. If the last line of your /etc/adjtime says UTC change
it to LOCAL else get rid of windows. Dual booting can create other
problems, with the UEFI boot order for example.
