Being Gimp a raster graphics software:
- make a (rectangular) selection of desired dimensions (using the related
tool options)
- set a 1 pixel border (using Selection - Border...)
- fill the 1 pixel selection with the desired color (using the Bucket tool)

Or, draw the box using a vector graphics (CAD or SVG) software -- or a
more simple graphics software (LO Draw, Lunacy, Pinta etc.) -- save it,
import into Gimp...

IMHO Gimp *is* great!
It has a lot of advanced features (including layers, color management,
scripting, transformations, filters, plugins and more): this is why it is
complex. And what is complex can also appear difficult, and often it is.
Furthermore, to use Gimp well by fully exploiting its potential, it is also
necessary to have some bases of computer graphics. It is excellent software,
especially for advanced use.
For basic (less complex) graphics there are many other basic (and "simpler")
editors...

Gimp icons size can be set through the Preferences Dialog \ Icon Theme
(small, medium, large, huge) -- see:
