I suppose the question is, "How do you recognize that a
transformation does not actually change the underlying
object?"
There are libraries for parsing and manipulating SVG, so the actual
operations would seem to be straightforward.
This discussion interests me as I'm in the midst of
re-aquainting myself with inkscape for a small graphics task.
