On daedalus amd64, I do have "libc6-dev" installed, but no
/usr/include/x86_64-linux-gnu/sys/sysctl.h

However, from "linux-libc-dev" I do have /usr/include/linux/sysctl.h  -
perhaps that is the needed package?
