I know someone who pronounces URL as a word, sounding similar to "Earl"
or "girl" (without the g).  :-)
According to the page you linked, it would indeed be a URL (when
pronounced as "You Are Ell"), because, although it begins with a vowel,
the sound is that of a y.
I hear from time to time, "an historical..." which used to bother me,
but I've gotten used to it.
