You can't do that in bullseye either unless you remove the directory which
the systemd pre-remove script uses to check if it is running as pid 1 or
remove that test from the script but that's all you need to do to be able
to uninstall systemd with apt or dpkg and I bet IT'S NO DIFFERENT IN
BOOKWORM.
