AFAIK systemd too does running daemons in the foreground only so this
problem will go away sooner or later.

Both are very viable solutions. The reason for not being adapted is in
the amount of work that has to be done to make and test all those new
scripts. The only good part of systemd are those basic service files. Of
course they have to deal with corner cases too and that shows in more
and more added complexity and a lot WON'T FIX of course.
