Boian Bonev, LeePen, and rrq are usually involved with things like
pkgmaster IP changes, so at least one of those can tell us when they
change. I know there's been lots of infrastructure changes over the last
month or so, while I've been busy moving house and other things.

mirror.stinpriza.org currently has "2.88% updated" on apt-panopticon.
That's a weekly statistic, so I expect it'll improve back up to 100% over
the next week.
