You appear to have Debian bullseye-backports enabled in /etc/apt/sources.list*

The Debian rsyslog package has had the init script removed.

Really you shouldn't mix Devuan and Devuan sources.

You might be able to get the Debian package to work by installing the
orphan-sysvinit-scripts package.
