Hm, I don't think that should be necessary:

# apt-cache policy openssl
openssl:
  Installed: 1.1.0l-1~deb9u3
  Candidate: 1.1.0l-1~deb9u3
  Version table:
 *** 1.1.0l-1~deb9u3 500
        500 http://deb.devuan.org/merged ascii-security/main amd64 Packages
        100 /var/lib/dpkg/status


So, my openssl is clearly installed from the "main" category.
