I believe you need:

KERNEL=="gsmtty[0-9]*", GROUP="dialout", MODE="0660", ENV{OFONO_DRIVER}="motmdm"

(I'll double-check).

Yes, I do, but there's good chance it should work with defaults. My
arguments are in the run script. (You also get semi-useful debug
output that way).
