My comment was meant to indicate the udev may have been involved in the
reason why these bugs were reported. The way to "solve" these bugs was
to ignore the (non-)presence of a cable and just bring up anything in
*ifupdown*.

Changing udev to some other *dev will not change ifupdown's behaviour.
