Got the same issue with fancy keys on a Logitech keyboard (got a row of
otherwise useless marked with: ♫ ⏴/⏸ 🔉 🔊 🔇 🔈 ⌂ ✉ 🔎 🖥 then 🖩 on the
keyboard's edge).

A clean MATE install gets this right, the kernel passes correct event codes
(you can check this with evtest), but _something_ messes this up in XFCE.
