I thought that issue had been dealt with a very very long time ago -
probably with the old udev persistence scheme. In probably the last
seven to 10 years I've been building systems I've never had this problem
despite the common case being that I'd use multiple of the same cards.

That said in most cases where I have 2 or 3 interfaces it's generally
been firewall/routers or Virtualisation Hosts in which case I always
install ifrename and use an /etc/iftab to give a more purposeful name to
the interfaces.
