It certainly installed nicely on my debootstrapped pure ascii, once I
added the explicit "libudev1=220:3.2.2-devuan1" to the install command
(so as to force the "down grade" to its libudev1 variant, rather than
udev's libudev1, which has a later version code). (and I of course made
the patch for having a predictable "eth0")

I'd vote for using eudev as primary choice in ascii, and have it easily
available for jessie (backports?). I'm not sure about blacklisting udev
though, possibly because my packaging fu is embryonal.
