What are they aiming to "improve" here ?

What exactly has happened here ?
Is it just the debian package or openssh upstream itself ?
BTW: just looking at debian patches (jessie) ... haven't seen anything
like that yet.
But it seems they still haven't learn that patching autogenerated files
isn't a good idea.
