If you're running X with startx instead of a display manager, then lack
of reboot and halt are to be expected. Log out and from the virtual
terminal run su -c poweroff.

Beyond that, even if you're running X with a display manager, as I
remember that little exit button (IIRC it has a running man) will
likely give you shutdown and reboot.
