I would avoid another repo. If the packages are generated then the template would go in libbitcoin-build and be generated into each repo in a [repo]/package/debian (or something like that, as a rule we try to avoid abbreviations and acronyms) subdirectory. The manually-generated packaging sources should go in the same locations, later to be replaced by generated versions.
