libbitcoin-build is intended for generation of build (and eventually packaging) artifacts for the other repos. The generated outputs are pushed to the other repos by maintainers, so that developers don't need to understand or use libbitcoin-build.

As such the manually-generated packaging sources should be placed into their corresponding source repos. The longer term objective is to evolve libbitcoin-build so that it generates these packaging sources from metadata and source directories in the same manner and at the same time as it does presently for build artifacts.

We are also working toward eventually doing the same for supported platform IDEs: xcode (skaht), msvc (evoskuil), and eclipse (pmienk), and other packaging environments: Debian (Pablo), MacPorts and Homebrew (sorry, I forget who is working on these), and NuGet (evoskuil). Generation from single-point-of-truth metadata along with CI verification ensures that all of these are always current and correct. This allows our small team to continue to scale without getting severely bogged down in manual updates, testing and responding to support inquiries.
