console-data was not installed so I installed it.
Configured it. No difference.
Rebooted. No difference.
Rummaged around the interweb found assorted files to look at,
reconfigured locale, had another go at configuring the keyboard. Rebooted.
No difference!

Anyway, thanks for the suggestion Aitor. It is all part of the fun of
running 'unstable'.
I'll keep surfing.
