"Use it as intended"? In case you want to create a package installing
something in /usr/local (eg, because it's a "local" package not intended
for standalone distribution), the dh_usrlocal step can be skipped:

binary:
    dh binary --before dh_usrlocal
    dh binary --after dh_usrlocal
