I think your dichotomy is a false one based on shaky logical premises.
But your analysis of democracy is accurate.
There are 2 tendencies- one towards collective and the other individual
which informs how you organise your community.
The different ways of organising your body of people are not always
better but have tradeoffs. I've been in well-organised communities with
central governing bodies where there's peer pressure to participate in
the political process, otherwise you become ostracised. My problem is
how much the assembly acts to suppress individual spirit and becomes
weaponised empowering a new political class.
Although this is not the only collective way of organising, and by no
means is this a rule. Sometimes it works nice and it all depends. Every
community has a different culture, and there's no hard rules for how
this works.
