pnSeed is an array of IPv4 addresses of hard-coded nodes picked from
ones with good uptime records. (based on DNS seed measurements) It's
meant as a fallback mechanism should pnSeeds ever fail to return node
addresses.
Secondly both mechanisms are only relied upon once; after your node
learns about some other nodes' addresses it saves that information in
~/.bitcoin/peers.dat for use at next startup.
