Interestingly enough there are already some meshnet tech taking advantage
of mobile phones. it's just a matter of reprogramming them and voila - and
of course, phone density is huge so the infrastructure is there already. I
heard one was setup during shutdowns in Egypt(?) when the gov turned off
the mobile phone towers.
