E.g. after every call. The problem is that your IMSI (SIM card) is the same
even you change your IMEI frequently, so I think mobile operators are able
to detect a crazy guy with the same IMSI who changes his IMEI frequently
(for them it looks like you put your SIM card to a new phone after every call:)

So from this point of view, it is necessary to change IMSI frequently
(and cloning SIM cards is not easy now - like it was in the past) what can be
a problem (it's necessary to have many anonymous SIM cards).

You can make a pool of IMEI of your neighbours and use them frequently :-)
