Refers to a longer Wall Street Journal article I just read

use the link provided and save it fast before it starts behaving funny
(WSJ's DRM stuff, whatever...)

Basically the articles don't explain much more about alternative currency
than that it attract custom (back) to local ventures, on the incentive of
a discount (5% in case of the Capiravi, which seems pretty standard). The
other fact that merits mention is that the highest denomination is C 10 -
"higher denomination notes are hoarded".
