i noted this on deb's bug, but in case anyone missed it,
running this will get rsyslog to run:

apt install patchelf
patchelf --add-needed libm.so.6 /usr/lib/x86_64-linux-gnu/libfastjson.so.4.3.0
/etc/init.d/rsyslog restart
