Maybe they plan to sell hardware but want to decide what exactly and when to release open source libraries. For me GPL3 code may as well not exist from an engineering perspective unless it's just a tool I'm using like Gnat Studio. AdaCore are quite good about getting this right but of course GCC requires GPL2 with optional linking exception. I'm not sure you can force bad actors to be good but maybe it works to some degree.
