I found that I upgraded to apt 3.1.0 from Debian experimental for testing.
That switched from GnuPG to Rust based sqv. And this change seems to
be related to it. I included details in bug report.

So I think that basically means upcoming Devuan Excalibur will not be
affected, but Ceres may be.
