Agreed. I didn't realize the scripts restart espeakup and alsa, and
those do indeed produce output. I managed to play with this a bit. On
my multi card desktop, I couldn't get speech, so switched this morning
to my old single sound card laptop. I discovered that when booting
with the first boot option, I'm already logged in as devuan on tty1,
and that running both scripts as devuan fails. This explains why I
didn't get speech on the desktop; I was assuming I need to login as
root/toor, and did that followed by running both scripts which didn't
work. The scripts do work fine on the laptop once I use su, so I'll
try on the desktop when I can reboot it.

I agree that keeping set-card and set-default-card separated is the
right thing to do.

I'll try it once I get a chance to boot into the environment again.

I also noticed on the laptop that my pen drive got detected a second
time, which
caused squashfs to not be able to access blocks, and giving i/o
errors. I'll have to see if I get the same thing on the desktop, and
if I can reproduce it on the laptop using both the same, and another
pen drive. If I can reproduce it, I'll try to figure out what's going
on.
